Attorney General
The Attorney General stated that the MPSC is not required to decide which side is right or wrong but must decide what precisely is in the public interest.
The Attorney General suggested
that any policy adopted should avoid sending the wrong message to market participants.
For instance, it would be contrary to the public interest to adopt a policy
that gives an incentive only to invest in building the infrastructure to make
broadband service available only in affluent residential and business concentrated
areas. Any policy adopted should ensure that urban areas with less affluent
customers, and rural areas are not neglected as broadband services become
more available.
