Michigan.

ORDER FORMALLY ADOPTING ADMINISTRATIVE RULES

On February 22, 1996, the Commission commenced this rulemaking proceeding pursuant to

the authority granted in sections 213 and 503(1) of the Michigan Telecommunications Act, 1991

PA 179, as amended by 1995 PA 216, MCL 484.2101 et seq.; MSA 22.1469(101) et seq. By order

dated May 31, 1996, the Commission adopted administrative rules regarding privacy standards for

telecommunication services and transmitted the rules to the Legislative Service Bureau and the

Office of Regulatory Reform for their approval. The Legislative Service Bureau approved the form

of the proposed rules on June 3, 1996. The Office of Regulatory Reform approved the legality of

the proposed rules on June 5, 1996.

The Commission FINDS that:

a. Jurisdiction is pursuant to 1991 PA 179, as amended by 1995 PA 216, MCL 484.2101 et seq.;

MSA 22.1469(101) et seq.; 1969 PA 306, as amended, MCL 24.201 et seq.; MSA 3.560(101) et seq.;

and the Commission's Rules of Practice and Procedure, 1992 AACS, R 460.17101 et seq.

b. Administrative rules regarding privacy standards for telecommunciation services should be

formally adopted by the Commission and transmitted to the Office of Regulatory Reform for filing

with the Secretary of State.

THEREFORE, IT IS ORDERED that:

A. The administrative rules regarding privacy standards for telecommunication services,

attached as Exhibit A, are formally adopted.

B. The administrative rules regarding privacy standards for telecommunication services shall

be transmitted to the Office of Regulatory Reform for filing with the Secretary of State in

accordance with the requirements of law.

The Commission reserves jurisdiction and may issue further orders as necessary.
