The Michigan Public Service Commission does not regulate power plants in Michigan that are not owned by regulated utility companies, unless they are merchant plants that sell to retail customers (see Michigan Compiled Laws, 460.10e). There is no reporting requirement for Merchant Plants to provide information to the Michigan PSC about construction plans or progress in Michigan. This list of Merchant Power Plants has been prepared by Michigan Public Service Commission Staff using various public sources of information. MPSC Staff will update this table periodically as more information becomes available. Those wishing to provide additional or more current information can use the email link at the bottom of this page to advise Staff.
Merchant plants being constructed in Michigan are usually required to obtain approvals from local land-use and zoning authorities, and environmental permits. Plants that have been publicly announced or proposed may not yet have received all required approvals and permits.
Merchant Plants are listed here in alphabetical order, by county. Unless otherwise indicated, plants are expected to be fueled by natural gas.
