LANSING, February 5. Citing the need for additional
information before assessing the Staff Report on Electric Industry
Restructuring, the Michigan Public Service Commission today requested
Consumers Power Company and The Detroit Edison Company to make
informational filings with the Commission to disclose how they would
propose to implement the Staff Report. The informational filings are
due March 7, 1997. Issues for the companies to address in the filings
include: calculations of stranded costs and transition charges; items that
the utility would expect to securitize (a method for refinancing
potentially stranded utility capital costs at a significantly lower overall
cost), if authorized; allocation of direct access capacity; proposed direct
access service charges and conditions of service; standby service options for
direct access customers; transmission constraints or limitations; and potential
development of an independent system operator. Other Michigan electric
utility companies may also make informational filings by March 7.
The Commission also announced that it will hold four public
hearings to receive comments on the informational filings. The public
hearings will be held as follows:
