     LANSING, May 22.  The Michigan Public Service Commission today
dismissed a complaint against LCI International Telecom Corp., d/b/a Qwest
Communications Services, at the request of the complainant due to a payment to
the complainant of $500 by Qwest. Yijian Shi and Qwest have reached an 
agreement in a dispute in which the customer filed a complaint with the Michigan
Public Service Commission, alleging that his telephone service had been
switched in violation of the Michigan Telecommunications Act and Commission
anti-slamming procedures.   On March 17, 2000,  Yijian Shi filed a complaint
with the Commission alleging that his telephone service had been switched
without his authorization.  On May 4, 2000, the complainant requested a
dismissal of the complaint.

     The Commission continues to encourage customers who have
documented proof that their telephone service has been switched without their
authorization, a practice commonly referred to as slamming, to pursue lawful
remedies with the Commission.  MPSC staff will work closely with customers
seeking restitution for having their telephone service switched without
authorization.  The Commission has levied fines totaling about $1.7 million
against telephone companies for switching customers' telephone service
providers without authorization, in violation of the MTA, and has approved
several settlement agreements between complainants and telephone service
providers.
