     LANSING, May 3.  The Michigan Public Service Commission today
ordered Titan Telecommunications, Inc., and Christopher Bucci, its president, to
show why the Commission should not conclude that they are in violation of the
Michigan Telecommunications Act and MPSC procedures for registering
telecommunications providers.  The Commission directed Titan and Mr. Bucci
to provide proof, within 21 days, that they are not in violation of the MTA and
MPSC telecommunications registration procedures and why the company's
registration should not be revoked.
   
     In February 1999, the Commission issued an order directing ACI
Communications, Inc. and  its president, Christopher Bucci, to provide proof that 
they were not in violation of the MTA and MPSC anti-slamming procedures. 
Because ACI did not respond to that order, the Commission found ACI in
violation of the MTA and anti-slamming procedures, and, in April 1999, the
Commission fined the company $940,000 for the offenses.  The Commission also
ordered that ACI and "its directors, officers, principals, and agents shall not
engage in the telecommunications business in Michigan until the fine has been
paid."  According to Commission records, the fine has not been paid.  The
Commission now believes that Mr. Bucci, formerly president of ACI, has
registered with the Commission a new company, Titan, in violation of the MTA
and MPSC registration procedures.

     Titan is headquartered in San Diego, California.

     The MPSC is an agency within the Department of Consumer and Industry
Services.
