     LANSING, August 16.  The Michigan Public Service Commission
today approved a settlement agreement and ordered Alpena Power Company
to refund $118,693, including interest, to its electric customers through billing
credits.  The Commission approved the refund because Alpena overcollected
for its power supply costs between January 1 and December 31, 2000. 
Today's order balances allowable power supply costs and revenues collected
from its electric customers during the 12-month period.
     Alpena's residential customers using 500 kilowatt-hours (kWh) of
electricity per month received a credit beginning with their March through
September 2001 electric bills, for a total credit of about $2.73.   Industrial
customers received a credit on their January 2001 electric bill, based on actual
electric use.
     MPSC staff and Alpena negotiated the settlement agreement.
     Alpena, headquartered in Alpena, provides electric service to about
15,000 customers in Alcona, Alpena, Montmorency and Presque Isle counties.
     The MPSC is an agency within the Department of Consumer and
Industry Services.
