     LANSING, December 20.  The Michigan Public Service Commission today 
granted two companies authority to construct and operate natural gas 
pipelines in Michigan.  Michigan Consolidated Gas Company was granted 
authority to construct and operate the East China Pipeline in St. Clair 
County.  Quicksilver Resources, Inc., was granted authority to construct 
and operate the Echo Lake Pipeline in Otsego County.   The Commission 
concluded that the pipelines will provide an economic means to deliver 
natural gas to market.  Mich Con will use the pipeline to transport natural 
gas to the East China LLC peaker plant, thereby providing a fuel source 
to power the proposed electric generating facility.   Quicksilver will 
transport natural gas from the Echo Lake CPF to market by way of the 
existing gas transmission system.   Mich Con and Quicksilver applied for 
approval to construct and operate the pipelines on October 30, 2001 and 
November 5, 2001, respectively.

     These pipelines will meet the requirements of the Michigan Gas Safety 
Standards if constructed, tested and operated as proposed.   The companies 
must file with the Commission, within 60 days after construction, a completion 
report that includes pressure test data and a map of the pipelines, as 
constructed.Mich Con is the Detroit-based subsidiary of DTE Energy Company.  
Quicksilver is headquartered in Fort Worth, Texas.
