     LANSING, September 7.  The Michigan Public Service Commission
today granted West Bay Exploration Company authority to construct and
operate the Filer/Stronach 29 Pipeline in Manistee County.  The Commission
stated that the pipeline will provide an economic means of delivering natural
gas to market.  West Bay will use the pipeline to transport gas from its Filer 19
Production Facility to Mark West's 8" Basin Pipeline.  West Bay applied for
approval to construct and operate the pipeline on August 10, 2001.

     The pipeline will meet the requirements of the Michigan Gas Safety
Standards if constructed, tested and operated as proposed.  West Bay must file
with the Commission, within 60 days after construction, a completion report
that includes pressure test data and a map of the Filer/Stronach 29 pipeline as
constructed.

     West Bay is headquartered in Traverse City, Michigan.

     The MPSC is an agency within the Department of Consumer and
Industry Services.
